Quang Trach 1 Thermal Power Plant Project

An updated report from Power Project Management Board No. 2 (EVNPMB2) indicates that the Quang Trach 1 Thermal Power Plant project continues to maintain an urgent and decisive construction pace. To date, the overall project progress has reached 90.87%. The breakdown shows that design work is 99% complete, equipment procurement has reached 98.05%, construction and installation is at 76.25%, and the initial phase of testing and commissioning has reached 3.4%.

Notably, key technical milestones continue to be completed on schedule. The project successfully energized the main transformer on April 29, 2025, and achieved first production of demineralized water on May 10, 2025. These are two critical prerequisites in preparation for the commissioning and operation phase of Unit 1.

The construction workforce has been fully mobilized, with many sections operating around the clock in three daily shifts. EVNPMB2 has proactively reviewed the overall project schedule, prioritizing construction of key systems such as the cooling water system, intake channel, water treatment area, and main piping routes. Procedures related to equipment importation and customs clearance are also being aggressively pursued by the unit to shorten lead times and recover delays on other tasks.

In parallel with accelerating construction, EVNPMB2 is also actively preparing for the operational phase. To date, the project has completed nearly 60% of its personnel recruitment plan. The first training session was held at the Vinh Tan 4 Thermal Power Plant (Binh Thuan) and was completed in January 2025. The second training session is currently underway on-site, focusing on two primary groups: operation and equipment maintenance. This is a critical preparatory step to ensure the operational team is ready for plant handover upon completion.

Health, Safety, and Environment (HSE) management remains a top priority. The project has conducted over 44,000 occupational safety training sessions covering 20 specific job areas. To date, the project has achieved over 13 million safe man-hours with no environmental incidents recorded during the construction process.

During a recent on-site inspection, EVN Deputy General Director Nguyen Tai Anh acknowledged the efforts of Power Project Management Board No. 2, the EPC General Contractor, and subcontractors. He also requested that all units maintain high focus and accelerate construction to meet the established schedule targets. EVN has instructed Power Project Management Board No. 2 to continue its efforts, coordinating with all parties to foster a dynamic and competitive spirit on the construction site. Specifically, installation contractors are to increase manpower and work in three shifts to complete critical path items, achieve key synchronization milestones with other systems, and expedite the overall project schedule.

The Quang Trach 1 Thermal Power Plant project, which broke ground in December 2021, will supply electricity to the national power system upon entering commercial operation. It will contribute to ensuring national energy security, fostering socio-economic development, increasing budget revenue for Quang Binh province, and creating employment for the local population.
